Top Cops for April 2004 Police Officers Frank Di Conza and John Bailey of the Fifth Precinct.

TOP COP OF THE MONTH
APRIL 2004

POLICE OFFICER FRANK DI CONZA
POLICE OFFICER JOHN BAILEY
FIFTH PRECINCT

On April 9, 2004 Police Officers Frank Di Conza and John Bailey were working a night tour assigned to RPM 501. At approximately 0310 hours a radio assignment was broadcast for shots fired in the parking lot of the OZ nightclub on Hempstead Turnpike, West Hempstead. The first officers on scene put out a notification for a purple auto occupied by 2 males who fired 8 rounds at a crowd of people gathered outside of OZ.

Po’s Di Conza and Bailey responding Eastbound on Hempstead Turnpike observed a vehicle fitting that description traveling Westbound. They immediately made a U-turn, started to follow the car and requested assistance.

The subjects, realizing that they were being followed, attempted to lose RPM 501 in the back streets of Elmont. The subjects made a turn into the Elmont Fire Department where they hit a dead end. Officers Di Conza and Bailey were right behind them, they boxed them in, preventing their escape. The officers knowing that the subjects were armed took cover. They observed the passenger bend down as if he was loading a weapon. The doors to the car flew open and the subjects took off. After a brief pursuit Officers Di Conza and Bailey apprehended the two subjects without incident. A loaded and cocked 9mm handgun was recovered on the floor of the vehicle. The weapon was reported stolen during a burglary in Maryland.

Due to the alertness and decisive actions of Police Officers Frank Di Conza and John Bailey 2 armed and dangerous subjects were arrested and charged with attempted murder, criminal use of a firearm, and possession of stolen property. It is my privilege to honor the two of you as our Top Cops of the month of April 2004.
